An Energy Pass establishes clarity about the energetic qualities of a building. It rates a building according to its energy requirements. Thereby it helps potential purchasers, lodgers and as well the environment.
The Energy Pass so gives information about the expected utilities and thereby protects from unwelcome surprises. So you are allowed to demand the Energy Pass in the case of a change of purchasers or the selling of a property for the future.

Thereby there are two kinds of Energy Passes:

  • Consumption Orientated Energy Pass: Here the average Oil or Gas consumption of the last three years is taken as a basis and is referred to the effective surface of the whole building: this leads to a sufficiently precise figure. But: The smaller the building is the stronger is the specific value influenced by the individual manner of usage. Therefore the Consumption Orientated Energy Pass is actually not suggestive for buildings with little living units. Another disadvantage is that you can’t deduce useful energy saving measures from it.
  • Demand-Orientated Energy Pass: Because the energy consumption of small living units depends very much on the manner of the user, the energy requirements have to be determined on the basis of standardised conditions if you want to get to convincing specific values. For small houses (up to 4 living units) which were build before 1.11.1977  and which were not retrofitted, the Demand-Orientated Energy Pass is the only permitted one.

Since 1. Juli 2008 the Energy Pass is compulsory for buildings. For buildings that have been constructed after 1965 there was at first a 6 months long transitional period. For industrial buildings and commercials the Energy Pass is compulsory since 1. Juli 2009

An Energy Pass is valid for a period of 10 years.

Please mind that you only receive an Eneergy Pass with the cachet of the dena (Deutschen Energiagentur (Engl.: German Energy Agency)). They are most certainly qualitatively  of high value.
